From Narita Airport: take the Keisei Line Skyliner train to Keisei Ueno Station (about 45 min).
From Haneda Airport: take the Tokyo Monorail to Hamamatsucho Station, transfer to the JR Yamanote Line or Keihin Tohoku Line and alight at JR Ueno Station (about 35 min).

To Akihabara Station: about 15 min on foot, or 5 min via JR Yamanote Line or Keihin-Tohoku Line train.
